Dear Secretary Napolitano and Attorney General Holder, As organizations committed to the protection of refugees, we are writing to express our urgent concern at the continuing failure of the Administration to implement its statutory authority to exempt individuals from bars to admission and refugee protection relating to “material support” and “terrorism,” as those terms are defined by the Immigration and Nationality Act (INA). The lack of effective implementation of the expanded exemption authority that Congress provided the Administration more than two years ago, combined with extreme interpretations of the scope of these bars, have created grave problems for legitimate refugees that long ago reached the point of crisis.
